WBSO inspection in times of Covid: less visits, but not less strict!
The Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland, RVO) is responsible for a correct use of the WBSO scheme, which is why the RVO randomly checks companies. Due to the Covid pandemic, many company visits are being replaced by WBSO desk inspections. This means you need to be extra alert!
Content of WSBO desk inspections
During a WBSO desk inspection, you must make it clear that you have kept comprehensive and correct records for your WBSO projects. You have to be able to substantiate that your company has indeed carried out research and development activities and you must provide an administrative overview of these activities. Because the RVO performs a remote inspection, you have to transfer your R&D administration entirely digitally via a secured environment. The fact that you cannot provide an oral explanation regarding the activities your company carried out, means that your administration must be even more accurate, more complete and 100% transparent. In addition, it must be clear that the performed activities have contributed to the progress of the WBSO project. You need to complete the hour records with proof in the form of emails, pictures, drawings, and calculations.

When you receive a letter that your administration is due for inspection, we advise you to follow the instructions in that letter carefully. Moreover, you should be aware of the fact that your WBSO documents contain company specific information, which could harm your business if it was shared with the wrong parties.
